Sure- you can eat oats raw; they won't make you ill; it's a whooole lot of fiber but that'll just make you crampy, bloaty gassy maybe, but not ill.
Oats that are soaked in water, usually, are called a "brose"; a Scottish word because Scots have specialized in eating oats- as porridge- for centuries. Leaving oats to soak overnight, making a brose with milk or yogurt, has recently gained a great deal of health favor: It hits all the right healthy-eating points of whole foods, whole grains, extra fiber, low gluten and glycemic index, easy to make. Brose is remarkably high in protein, also, so very good for runners, bicyclists and other wall-hitting athletes.
