    You can walk away and leave it over winter, do all that prep work come Spring if you like.  But, if you till all those leavings under now, in Autumn, then cover the soil with newspapers or even garden mulch tarp, the soil will be better next Spring, and you will have fewer incipient weeds to remove. But, if you want seeds and cuttings from the plants of this past year,  you need to preserve them now.  Oh, and make sure you mark the packets so next year you don't think you are planting carrots when you are really planting radishes.

    Don't have a tiller? Use a big garden fork and pretend you are mixing a gigantic bowl of meatloaf.  Don't want to buy landscape/garden tarp? Use newspapers.  Don't want to work in  the garden any more this year?  Don't-  it can all wait, and there's something about Spring that makes pulling weeds more enjoyable.
