Is cancel culture effective?

Directing attention towards a public figure who has done something offensive can inspire supporters from both sides to step up. Is cancelling a public figure mostly performative, or does it serve the real purpose of affecting change? Holding people accountable for their actions is important, but when it comes to calling out and boycotting popular public figures, can minds really be changed?
