No. That's Trump nonsense and misleading. there's an agenda with claiming fraud, and trying to control the voting. It's no mistake that he orchestrated dismantling the USPS to control voting - he wanted to stop voting by mail out of fear he might lose if more people are able to vote. Multiple efforts are being made to limit ALL voting, even restricting voting locations. There's no fraud except for the administration's attempt to control the vote.
