How does the coast guard inspect/certify older boats?

There are a lot more safety rules that a commercial vessel has to meet now than there was even 50 years ago, but a big draw for tall ships is sailing on board a historic vessel. Are older, historic vessels required to make drastic changes in order to comply with current standards?
