I want to know how to make a portfolio.

I've been looking for jobs doing freelance writing, but i have not had very many jobs so far. I have a few pieces I wrote for my portfolio but it seems to not be good enough to get people to consider me for jobs. What would be your reccommendation for creating a great portfolio?
