  1. "Best" is always going to be conditional. My interpretation of "best" is most easily used without hours and hours of training or practice. For that reason, I find VSDC, by  Multilab to be the best I have used. I've tried OBS, which is a freeware, but it's way more technical than I will ever need. Final Cut comes highly recommended, but is not new-user friendly.

    VSDC is a freeware program, $20/year to license the Pro version. It's shockingly simple to learn and use. And it has a vast library of short on-target videos to teach how to use it. No ore listening to YouTube Guy talking for 10 minutes before telling you want you need. I've been using it for a year and have recommended it since day one. I dislike audio and video editing, so having software that makes it less painful is a joy.
