    So I went and checked with my Dear Husband, who spent 21 years in the Army, with three of those as a Drill Sergeant, and he saiys, in the United states Military, there is no such command.  When I look aroud the web, I find other countries- especially Canada and some European countries- and the US up through the Civil War, did have that manuever.  It is a marching manuever wherein the rifle is held pinned between the arm and the body, upside down (trigger up),  It is done as a mark of respect, in funeral details and parades marking loss or remembrance.
