"Out for delivery" means it reached it's final destination city and is on the final transit to get to you - it means it's on somebody's truck or van for delivery. It shouldn't be sitting in a warehouse, they aren't lying, but it can miss delivery to you for other reasons.  Sometimes delivery may go to a subcontractor and I've found at times that they aren't as timely. But you are the next destination when they post "Out for Delivery."
