    Yes.

    Go buy new ones.

    They are just outlet covers, not outlets, themselves- they are in no way electrified.

    Remove the screws, the cover plate comes off-  if well and truly stuck with paint, slide a flat head screwdriver under the plate edge and  pry it off once the screws are removed.

    Then, hie Thee to a Home Depot, or Lowes, or Ace is the Place or even Walmart or Target-  and get some new outlet covers in a color that pleases you against the wall.  You can even get them on Amazon. They run about $5.00 for plain, more for fancy.

    That is far, far easier than soaking them and scrubbing them trying to get the paint off.
