First, and most important - Paypal accounts DO NOT expire. If you received an email that states your account has expired, it's a phishing scam. DO NOT follow a link from an email you receive, it is safest in these circumstances to access any site directly. **Note - if you did follow a link from an email, then you may have a bigger problem, and you need to contact Paypal immediately (see phone number below).

If your attempts to access the account don't work, use the link for "Having trouble logging in?" and follow the steps to see if you can get access by following the link for requesting a new password.  If you've forgotten the email address you used, then use that link option.

If your account sat dormant for a good length of time you would have been notified by Paypal that your account would be closed if you did not access your account, but they would not let your account "expire."  They would close your account but would have attempted to notify you first. If that's happened, call Paypal immediately (see phone number below).

If you still cannot access your account, then call Paypal customer service directly, they can help - 1 (888) 221-1161.
