    While this is a question and answer site, I don't think any of us are veterinarians, and that is the proper person to whom a question like this should be given- a Vet. 

    There are so many things it could be- could be allergic reactions, could be skin tags, could be cancer, could be mosquito bites, could be--- and none of us can tell you for sure because, well, first, we cannot see- examine- your dog, and second, we are not Veterinarians.

    There are websites which specialize in telemed for your pets-  like this one: https://videovetchat.com/?gclid=EAIaIQobChMIlNL4_47D8QIV6AytBh1w8g1yEAAYAyAAEgLlaPD_BwE  It isn't free, but it is less than a vet visit in person, and can at least tell you whether or not you need that kind of care for your dog.

    But, if you have a health concern for one of your animals,  you should ask a Veterinarian.
