Where is the best place to see Orcas in the wild?

I would love to take a trip with the goal (even though you can't predict nature) of seeing wild Orcas. Where are the best places to look into visiting with this goal in mind? Thank you!

    Vancouver or Victoria, British Columbia both have whale-watching tours; I'd pick Victoria because it's a shorter ride to where the orcas like to play.  But it seems like every third or fourth ferry trip across from Nanaimo to Vancouver turns up an orca or three.  No doubt there are even better spots up toward the north end of Vancouver Island or beyond.  If you have the cash to be persistent, I reckon you're going to see them.
