Land development ecology

The City is planning a housing development on an abandoned golf course. Thhe  biome of the course is  short grass prairie. The adjoining biome is wet lands. There are  underground water  deposits under the course. There is an hydraulic relationship between the 2 biomes. Developer has to cover the land with at least 4 feet of cover before building on it. How will the  4 feet increase in grade impact the wetlands?
