While I can understand the ick factor, and how such could easily be taken amiss, let's turn it around and see if it feels the same.
Step Dad marches around in his undershorts- T-shirt on top- can't see anything, but, you know, still....
Would it be okay for step-Daughter to say anything like "I don't want to have to look at you like that"?
'Cause, if not, then, well, not.
But if so, then, absent anything which makes it actually hinckey, sounds like he is being brutally honest to a young woman who is, apparently, unable to understand the whats and wheres of appropriate clothing.
