    Broadus,


    The answer is yes. Once you go through and delete your PayPal account, all information stored there is permanently erased. You can then go in and create a new account with the same e-mail address with no issues. Take a look at this link for more info:


    You can login and delete your PayPal account using the following procedure:


    1. Closing Down a Business PayPal Account:
    2. Log in to your PayPal account.
    3. Click on the Profile button next to Log Out.
    4. Click on the Profile and Settings button.
    5. Click on Account Settings.
    6. At the top of the Account Settings page, you will see a Close Account button next to Account type.
    7. Click the Close account button to delete your PayPal account.
