Why shouldn't you eat raw flour?

I heard that it isn't the eggs, but the flour that makes eating raw cookie dough dangerous. Why? Isn't it just wheat? What about "safe" cookie dough that's gotten popular lately - aren't they made with flour?

    In 2016 the FDA recommended that people not eat raw flour after an E. coli outbreak was tracked to flour produced by General Mills under several brand names.

    The risk of illness from raw eggs is due to salmonella. The risk of E. coli in raw flour is lower but present as well.

    A product like raw cookie dough is thus a double whammy of risk. It should be noted that after a 2009 outbreak of E. coli in their Toolhouse cookie dough, Nestlé started heat treating all of the raw flour before adding it to their dough.
