Why do I lose 4G when the internet goes out?

There is only one internet provider in my town and it's pretty common to have outages, especially when there's construction downtown. It's incredibly frustrating to lose internet, but it's crippling for 4G and phone service to go out at the same time. Why does it all go out together? I thought cell service was independent from internet service.
