I don't do as much crafting, but I work in soft pastel, and find Jerry's has reasonable prices for artist quality pastels and papers. If I need something for crafting that Jerry's doesn't have, there's a Hobby Lobby in town for me to avoid, a JoAnn's and my very favorite, Amazon.
My problem with "arts and crafts" stores are they don't usually stock artist quality supplies, instead, they have student quality because student quality is less expensive- you don't want to scare your customers off with the prices of good quality art supplies. I use ground (sanded paper) which runs six or more bucks a 12" x 16" sheet and rolls go for a couple three hundred. and my favored pastels are handmade Richeson's or Great Americans or, my very, very fave, Terry Ludwig's. These brands run about $7/a stick; of course, sets are somewhat cheaper, but do the math at even half that cost!
So, that's what I do. I go for the best quality for the least cost.
