You might want to wait a while if your goal is to compete head-to-head with other runners.  Most of the big races this summer are "virtual" in the sense of, "Run on your own, wherever you like, whenever you want [usually within certain dates] and submit your results online."  Right now I'm entered in the Scotiabank virtual 5K, in which they rashly added, "Break it up into pieces if you like."  So I'm running mine in 100m increments, hoping to get under 15 min!  I've done 3K so far.  Actually this would be a great theme: "See how fast you can run 5K in 100m increments!"  I'll bet lots of people would sign up for that.  Anyway, the nice thing about any Virtual 5K is that it doesn't matter where you run it.  If you know a bunch of other runners you could even recruit and sign up by email.  If you want to charge for registration or make a T-shirt to sell, it will get a little more complicated.  At some point you would need to worry about liabilities if it's not an informal activity among friends.
