Why aren't more consumer goods that are hazardous to public health taxed heavily like cigarettes are?

Cigarettes are heavily taxed by both federal and state governments to deter consumers from purchasing them because of their bad health effects on both users and the community at large. Why aren't more products taxed in this way? Some examples that come to mind are foods with certain addictive ingredients, noisey personal machinery over a certain decibal, other legal drugs, etc.
