    The biggest reason parents can't help reduce cyber-bullying is that no one person has control over who uses what social media. There are no controls that can be adjustrf or changed to cut off access before it happens. They are usually friends of classmates who go on the attack, and they only learn about it when it's too late. There are no parental controls to speak of that can stop supposed friends from turning against each other. That kind of bullying has gone on long before social media, but the media has given a bigger more powerful influence, one that comes right to the target's personal space, their phones or devices hold those attacks, and they are done out of view of parents, so it's a well-hidden threat, one that they can't prevent from happening. Cyber bullying is intimate and personal and once it turns, the only way to do anything about it is to witness it and take action - and that's after-the-fact. And if one route is closed, there's always another route that kids can find. It's insidious.
